Generate usage estimation for a household

Estimates typical household electricity usage based on location, household profile, and optional consumption hints. You can provide data from a power bill or just rough usage figures (e.g., '40 kWh over 3 days in June'). This is useful for generating realistic usage patterns when detailed smart meter data is unavailable.
