Estimate power costs for a specific ICP

/api/v1/icps/:icpId/cost-estimations

Calculates estimated yearly electricity costs for all publicly available plans at a given ICP, using either estimated or detailed usage data (e.g. smart meter or power bill). Returns real plans currently available for that ICP, including pricing and plan details.
